【摘 要】地方政府网站英译本的质量与政府的对外形象息息相关。本文以生态翻译理论为基础，对衡阳市政府网站英文版中存在的生态失衡现象进行探讨和分析，从而提高外宣�|量，完善外宣生态体系。

【Abstract】The quality of English version of local government websites has a close relationship with government’s public image.Based on eco-translatology，this paper makes an analysis of the ecological imbalance in the Hengyang government website，with the purpose of raising publicity materials quality and improving publicity ecological system.

0 引言
2016年3月，李克强总理在《政府工作报告》中正式提出了“互联网+政务服务”的概念；同时，国务院于今年9月下发的《关于加快推进“互联网+政务服务”工作的指导意见》对转变政府职能、加大政府服务透明度、提高政府服务效率提供了有力的保障和支撑，对激发社会创造力具有重要意义。衡阳市是湖南省第二大城市，是文化历史古城、交通枢纽和湘南地区的商贸重镇，随着全市经济的快速发展、经济环境的改善、承接沿海地区产业转移和衡阳高校数量不断增加，衡阳市的社会影响力越来越大。地方政府网站是传播地方形象的重要媒介和窗口，在2016年度全省政务公开和政府网站工作考核中，衡阳市党政门户网站总分位居各市州第二，被省政府评为全省优秀政府网站。
衡阳市政府网站英文版是国际化背景下的时代产物，是展示衡阳市国际形象、促进对外交流的平台，在帮助世界了解衡阳、关注衡阳，推动衡阳走向世界方面发挥了重要的作用。在2013中国政府网站国际化评估中，衡阳市政府英文网站获得全国地级市政府英文网站测评第三名。由此可见，外宣成果是显著的，但仍然存在问题值得商榷。本文将从生态翻译理论的视角分析地方网站英文版中存在的生态失衡现象，以期提高外宣质量。
1 生态翻译学
生态翻译学认为，翻译就是“译者适应翻译生态环境的选择活动”。[1]翻译生态环境既是制约译者最佳适应和优化选择的多种因素的集合，又是译者多维度适应与适应性选择的前提和依据。[2]“三维”转换是生态翻译学的方法论，即“在‘多维度适应与适应性选择’的原则之下，相对地集中于语言维、文化维和交际维的适应性选择转换。”[3]“语言维”是指译者在语言形式方面的适应性选择转换。[4]“文化维”是指译者“在翻译过程中要有文化意识，认识到翻译是跨越语言、跨越文化的交流过程，注意克服由于文化差异造成的障碍，以保证信息交流的顺利实现。”[5]“交际维”是指译者应把“选择转换的侧重点放在交际的层面上，关注原文中的交际意图是否在译文中得以体现。”[6]“三维”为外宣翻译提供了新的理论视角。
2 衡阳市政府网站的生态失衡现象分析
2.1 语言维的生态失衡
语言准确规范是外宣的基本要求。然而，通过对衡阳市政府网站的分析发现，语言错误仍存在，包括单词拼写、名词单复数、大小写、动词时态等问题。
例1：In 2010，the rainfall of Hengyang is 1421.7 mm， which is 6.2% more than the average（1339.1 mm） of the past several years，but the precipitation cab be categorized as a normal year.
例2：two-type society construation and publicity.
例1和例2是明显的单词拼写错误。Cab be 应该是can be， construation应该是construction，由于译者的粗心大意，对于译文的重视程度有所欠缺，基本语言性错误出现在政府外宣网站中，将极大地影响政府的威望。
例3：On December 12th and 15th， there are two regional heavy rain process.
例4：Hengyang has 4617 various health institutions，including 256 hospitals or health centers and 13 maternal and child care service center or station.
例3和例4 是名词单复数形式错误。Process和center station应该为复数形式。
例5：from 2006 to 2011，the proportion taken up by fiscal revenue in GDP was 5.7%，5.9%，5.7%，6%，8%，8.8%respectively，which showed a steady rising trend.
位于句首的单词from没有大写。
例7：Export Gross has grew greatly.
例8：And the health emergency and prevention and control of major infectious disease has also achieved remarkable results. 例7中的的现在完成时表达错误，has grew 应该为has grown， 例8中的主语为复数，谓语动词has achieved 应该为have achieved.
例9：Attract investments have advanced steadily.
例10：And the investments from sums up to 16.87 billion， increasing by 9.8%.
例9中Attract investment 作�槎�词短语形式不能直接做句子的主语。
例10的from属于多余的词汇。
2.2 文化维的生态失衡
很多中国特有的，中国人熟悉的文化意向和文化内涵，对于外国读者来说，不一定了解。因此，在翻译的时候，如果没有考虑外国读者的需求，将信息不加选择和删减，全盘托出，势必会影响外国读者的阅读积极性，减弱译文的预想效果。

简介的内容在翻译时理应本着“简洁易懂”的原则，然而这段有关衡阳历史的简介共有1.6万个字符。摘取这部分介绍了衡阳历史上自三国以来的一些政治文化名人，共有120余人，被国人所熟知的，较为有影响力的有蔡伦、杜甫、吴三桂、王夫之、徐霞客、夏明翰、曾熙、罗荣桓、洛夫、琼瑶、马英九、龙应台等。这些名人对衡阳本土居民来说，可能算得上是引以为荣的文化财富，因为它们象征着衡阳悠久的文化历史。但是对于对外国人来说，这些文化表征不但无法很好的理解，反而增加了信息负荷，他们想要关注的应该是更实际的信息。

2.3 交际维的生态失衡
翻译作为一种跨文化交际活动，实现交际维的适应性选择是政府对外宣传的重要目标。原文的交际意图能否在译文中得以体现，主要取决于译语读者于译文是否达到了真正有效的沟通。
例1：Aviation：And in the near future，Hengyang will have a new civil airport which will be located in Hengnan District.The new airport，about 180 km away from the Changsha Huanghua International Airport，has been under construction since the end of 2009，and it will become the fourth civil airport in Hunan province.
